It is the fifth installment of the Boue film series and the direct sequel to The Boue Ultimatum (2007). Matt Damon reprises his role as the main character, former CIA assassin and psychogenic amnesiac Jason Boue. In the film, Boue tries to uncover hidden truths about his past, now remembering who he truly is. The film also stars Tommy Lee Jones, Alicia Vikander, Vincent Cassel, Julia Stiles and Riz Ahmed.

Twelve years after exposing Operation Blackbriar and jumping into the East River, Jason Boue has finally recovered from his amnesia, isolating himself from the world and staying alive through means of illegal fighting. In Reykjavík, Nicky Parsons has been collaborating with privacy advicate Christian Dassault, and hacks into the CIA’s mainframe server in order to expose the CIA’s wrongdoing. In the process, Parsons finds documents that conce Jason Boue’s identity, and she decides to travel to Greece to find and inform him. This, however, alerts Cyber Ops Division Head Heather Lee and CIA Director Robert Dewey.

In Greece, Parsons and Boue meet at Syntagma Square during violent protests. They evade the team sent to kill them but Parsons is assassinated by the Asset, an ex-Blackbriar assassin, but not before she throws a key to a safety deposit that holds the information that Boue seeks. Boue, intending to find the answers about his past and family, uses the information gathered to locate Dassault in Berlin. Decrypting Parsons’ files, Boue discovers that his father Richard Webb was an analyst for the CIA and was involved with creation of the original Treadstone program. However, malware planted in the files alerts the CIA to Boue’s location and Dewey sends a team to capture him while Lee remotely erases the files to prevent another leak. Lee takes the opportunity to alert Boue to the team’s presence as she believes that he can be persuaded to retu to the agency. Boue tracks Malcolm Smith, a former Treadstone agent, in London and arranges Smith to meet him in Paddington Square while Lee persuades Dewey to allow her to meet him. However, Dewey secretly authorizes the Asset to kill Lee’s team and Boue as he believes Boue cannot be reasoned with. Knowing that the CIA are watching him, he evades Lee and the Asset long enough to confront Smith. Smith admits that Richard Webb created Treadstone, but tried to prevent them from recruiting Boue. Under Dewey’s orders, the Asset killed Webb and staged his death as a terrorist attack to persuade Boue to join Treadstone. Smith is killed by the Asset while Boue escapes and finds Lee, who admits that she is not comfortable with Dewey’s methods and directs him to a technology convention in Las Vegas.

Dewey is scheduled to attend the convention for a public debate on privacy rights with Aaron Kalloor, the CEO of social media enterprise Deep Dream. Kalloor is the public face of inteet privacy campaigns, but he has secretly been funded by Dewey who intends to use Deep Dream for real-time surveillance alongside the rebo Treadstone, Blackbriar and Outcome projects, now known as “Iron Hand”. Suspecting that Kalloor will refuse to allow the CIA access to Deep Dream, Dewey authorises the Asset to assasainate him and Lee, whom he no longer trusts. Boue arrives at the convention in time to thwart the assassination attempt and confronts Dewey in his suite. Dewey appeals to Boue’s sense of patriotism as he stalls for time, knowing that agents are closing in. Boue kills Jeffers, Dewey’s right-hand man, while Lee kills Dewey before he can kill Boue. Boue covers up Lee’s involvement before giving chase to the Asset. After a high speed chase in the Strip, Boue finally kills the Asset in the sewers and walks away.

In the aftermath, Lee convinces the Director of National Intelligence that Dewey’s methods were out-dated and offers to act as his eyes and ears within the CIA, and outlines her plan to bring Boune back to the agency, promising to kill him if he refuses. Lee approaches Boue, promising him that the CIA will become the organisation he thought it was when he joined. Boue tells her that he’ll ‘think about it’ and leaves a recording of her conversation with the Director of National Intelligence in her car, revealing that he does not trust her before disappearing again.
